After I finished recording, it occurred to me that perhaps Guinan doesn't know Picard now because the timeline that Picard came from is the one with the Confederacy. Because of that, he didn't go back in time to the 1890s to deal with Data's head, preventing the events of "Time's Arrow" (TNG 5x26 & 6x01).
